In 1991 Michael M. Drum founded Drum Associates. He recognized a market for engineering services tailored to clients requiring a more personalized service for their projects. With just a few staff and much determination, the company quickly established for itself a reputation for providing quality service at reasonable rates in both Anne Arundel County and the City of Annapolis.

In 1994, Adam Snell joined the company, helping to run the firm, supervising the technical staff and overseeing the engineering design of various projects. Referrals and repeat business from satisfied customers continued to increase, and by 2002, Drum, Snell & Associates, LC employed a staff of almost twenty full- and part-time employees. In 2002, Peter E. Loyka joined the firm, providing thirty-five years of expertise in the areas of project management, hydrology and hydraulics, storm water management, and highway, utility & sediment control design. A year later Adam Snell left the company to pursue other interests, and the firm became Drum, Loyka & Associates, LLC. Currently, Drum, Loyka & Associates, LLC employs over twenty full-time staff, with clients including developers, architects, public sector agencies, corporations, individual property owners and other design professionals. Founder and Principal

Mr. Drum has over 30 years of experience in the civil engineering field, and has been a practicing professional engineer in Maryland for more than 25 years. Before founding Drum Associates in 1991, Mr. Drum served as a Project Engineer with several well-known land development companies, including the firms of Dewberry & Davis and Greenman Pedersen, Inc. Areas of expertise include Anne Arundel County and City of Annapolis development regulatory process (including critical area regulations and restrictions), residential and commercial site planning, storm water management design, storm drainage, roadway layout and design, water distribution systems, and sewer and septic systems. In addition, Mr. Drum serves as an expert in the field of civil engineering and has provided professional testimony to numerous Boards and Courts in support of clients’ projects. His ability to coordinate all facets of land development provides client satisfaction through aesthetic, economical and quality-driven projects. Mr. Drum is a registered Professional Engineer in the State of Maryland.

Peter E. Loyka, P.E.

Mr. Loyka joined Drum, Snell & Associates, LLC in June 2002 as a principal to the firm, bringing with him over 35 years of experience in the civil engineering and land development field. Mr. Loyka has served as an Engineering Department Head and Senior Project Manager with the firm of The Tech Group, Inc. and as Land Development Department Head and Project Engineer with the firm of Dewberry & Davis in Annapolis. He has extensive experience in all aspects of project management including project planning, client coordination, project expediting, and construction coordination. Areas of expertise in civil engineering include hydrology and hydraulics, storm water management, highway design, utility design, and sediment control. Mr. Loyka is also proficient in all areas of land development planning and engineering, including both residential and commercial projects. Mr. Loyka is a registered Professional Engineer in the State of Maryland.

Mark Evans has been a valued member of the Drum, Loyka & Associates team since he joined in 1996 and is now an Associate. Mr. Evans has over twenty-nine years experience in the civil engineering field in positions ranging from Engineering Technician to Project Manager and Associate. His responsibilities and expertise include project management and coordination, residential and commercial civil site design, utility design and inspection, road and storm drain design, grading plans and sediment control design and inspection.

Robert T. McCarthy, P.E. joined Drum, Loyka & Associates in 2009 as a Senior Project Manager. Mr. McCarthy offers over twenty-two years of Civil Engineering experience involving commercial, residential and industrial site development. Mr. McCarthy’s extensive knowledge of civil site design ensures accurate, timely and cost effective service to our clients. He has been a practicing, Registered Professional Engineer in the State of Maryland for over fourteen years

Project Manager

Mr. Fowler worked his way up through the ranks to become a licensed surveyor and long-time member of the Maryland Society of Surveyors. He brings over thirty-five years of experience in all aspects of the surveying profession. In addition he has experience in the design of storm water management, sediment control; and grading systems, and skills in creating condominium plats that have won him awards from the Maryland Society of Surveyors. His responsibilities and expertise include project management and client coordination, boundary research and determination, preparation of record plats, easements, and legal descriptions.
