Four Principal Project Managers

Mark Evans has been a valued member of the Drum, Loyka & Associates team since he joined in 1996 and is now an Associate. Mr. Evans has over twenty-five years experience in the civil engineering field in positions ranging from Engineering Technician to Project Manager and Associate. His responsibilities and expertise include project management and coordination, residential and commercial civil site design, utility design and inspection, road and storm drain design, grading plans and sediment control design and inspection.

Robert T. McCarthy, P.E. joined Drum, Loyka & Associates in 2009 as a Senior Project Manager. Mr. McCarthy offers over fifteen years of Civil Engineering experience involving commercial, residential and industrial site development. Mr. McCarthy's extensive knowledge of civil site design ensures accurate, timely and cost effective service to our clients. He has been a practicing, Registered Professional Engineer in the State of Maryland for over ten years

William E. Bower, L.S.I.T joined the Drum, Loyka & Associates team in September of 2004. Mr. Bower has over fourteen years of experience in residential real estate and development, particularly with waterfront properties and within the Chesapeake and Atlantic Coastal Bays Critical Areas. Mr. Bower's Career has undergone several transitions; working as a Project Manager for a General Contractor, as a Real Estate Agent and as a Surveyor in Worcester, Somerset and Dorchester counties and in Ocean City. He now specializes in site development within Anne Arundel County and the City of Annapolis.

Dan Fowler joined Drum, Loyka & Associates in 2006 as Director of Surveying.
Mr. Fowler worked his way up through the ranks to become a licensed surveyor and long-time member of the Maryland Society of Surveyors. He brings over twenty-five years of experience in all aspects of the surveying profession. In addition he has experience in the design of storm water management, sediment control; and grading systems, and skills in creating condominium plats that have won him awards from the Maryland Society of Surveyors. His responsibilities and expertise include project management and client coordination, boundary research and determination, preparation of record plats, easements, and legal descriptions.
