Our History

Drum, Loyka & Associates, LLC (DLA) was founded in 1991 as Drum Associates to provide civil engineering and land surveying services to both public and private sector land development clients. DLA offers a full range of engineering services in the land development, water resources, and environmental fields: this includes civil and water resource engineering design and analysis, planning, and landscape architecture. Through its full service professional land surveying department, DLA provides services in boundary surveys, topographic and location surveys, right-of-way and easement exhibits and descriptions, and construction stakeouts. DLA leadership consists of licensed professional engineers in the State of Maryland with over sixty years of combined engineering experience.  The firm’s management team remains actively engaged in every project, providing direct supervision for the technical staff and quality control for the completed project. Our experienced staff is composed of four licensed professional engineers, one licensed professional land surveyor, civil engineering managers, project engineers, AutoCAD designers and technicians, land planners, land survey support technicians, survey field crew, and administrative support personnel.

The staff also includes civil engineering managers, project engineers, AutoCAD designers and technicians, land planners, land survey support technicians, survey field crew and administrative support personnel.

Meet the Team

Michael M. Drum, P.E.

PRINCIPAL – PROFESSIONAL ENGINEER

As Principal of Drum, Loyka & Associates, LLC, Mr. Drum has over 35 years of experience in civil engineering, and has been a practicing registered Professional Engineer in Maryland for more than 30 years. Before founding Drum Associates in 1991, Mr. Drum served as a Project Engineer with several large national civil engineering companies.

Mr. Drum’s areas of professional expertise include Anne Arundel County and City of Annapolis development regulatory processes: Chesapeake Bay Critical Area regulations, residential, commercial, and industrial site planning and design, stormwater management design, storm drainage, roadway layout and design, water distribution systems, and sewer and septic systems. In addition, Mr. Drum routinely provides expert testimony in the field of Civil Engineering and Land Planning.
Mr. Drum’s successful ability to coordinate all facets of civil engineering and land development provides his client with an aesthetically pleasing, environmentally friendly, quality-driven product.

Robert T. McCarthy, P.E.

PRINCIPAL – PROFESSIONAL ENGINEER

As a Partner and Sr. Project Manager of Drum, Loyka & Associates, LLC, Mr. McCarthy has more than 27 years of experience in civil engineering, with 22 of those years as a licensed Professional Engineer. Mr. McCarthy manages a wide range of projects including major subdivisions, commercial, institutional and industrial developments, single lots, and stormwater retrofits. Mr. McCarthy’s work involves coordination with clients, architects, other consultants, reviewing agencies, and contractors to facilitate a project from the feasibility and planning stages through the construction process: detailed design, processing of approval, and issuance of permits. Mr. McCarthy’s design experience includes stormwater management (and ESD) facilities, storm drain systems, outfall studies and improvements, floodplain studies, and sediment and erosion control. Mr. McCarthy has designed over 40 stormwater management ponds in his career including numerous retrofit projects.

Mark W. Evans

PRINCIPAL – PROJECT MANAGER

As a Partner and Project Manager of Drum, Loyka & Associates, LLC, Mr. Evans has more than 30 years of experience and is involved in all aspects of engineering consulting, specializing in surveying and land development. Mr. Evans’ expertise includes site planning, grading, road, storm drain and stormwater management design, septic, and sediment erosion design, inspection for critical area single family projects, as well as residential subdivisions and commercial land development projects. Mr. Evans manages and directs a team of project engineers and designers to facilitate a project from the feasibility and planning stages through the construction process.

Raymond D. Fowler

Professional Land Surveyor

As the Chief of Drum, Loyka & Associates, LLC Land Survey Department, Mr. Fowler worked his way through the ranks to become a registered licensed Professional Land Surveyor and is a long time member of the Maryland Society of Surveyors and National Society of Professional Land Surveyors.


Mr. Fowler brings over 40 years of experience in all aspects of the surveying profession which includes design of stormwater management, sediment control, grading systems, and the creation of condominium plats. Mr. Fowler’s responsibilities include project management, and staff/client coordination, boundary research and determination, preparation of record plats, easements and legal descriptions.

Project Spotlight

Checkerspot Solar Site

We recently attended the Ribbon Cutting Ceremony to celebrate the completion of one of the first Community Solar projects in Anne Arundel County and in the state of Maryland.

Drum, Loyka & Associates, LLC is proud to be involved in this important renewable energy project. We worked with our clients to help navigate the County approval processes from Preliminary Plan to Site Development Plan to Grading Permit.

This project was developed by OneEnergy Renewables and their local partner, CleanChoice Energy, as part of the State of Maryland’s Community Solar Pilot Program. The project was then transferred to Standard Solar for final permits and construction.  This site, referred to as the Checkerspot Solar Site, is one of three (3) sites in Anne Arundel County being developed by OneEnergy Renewables and Standard Solar that has been accepted by the State’s Public Service Commission (PSC) as part of this Pilot Program. This program helps bring solar energy to households that may not otherwise have access.  For more on the Community Solar program see

Drum, Loyka & Associates, LLC is pleased to be working with these same clients on two (2) other solar sites also located within Anne Arundel County. The Bathian Solar Site and the Patuxent Solar Site are currently under construction.  All three of these projects are of similar scale and are all part of the Community Solar program.
